Are lower-end spottingscopes full aperture?

The spottingscope has its uses as a low power grab 'n' go scope for sky-watching, as our Mike Feist has demonstrated many times, but do the cheaper ones have the clear aperture that they are advertised at? Are there any thoughts on this?
I have an 80mm ACUTER spottingscope. The optics are surprisingly good for the price. Some of the cheap binoculars have their claimed aperture reduced at the prisms.
